Dr. Saeed was born and raised in Sohar, after graduating from high school in the academic year 1985/1986, he joined the Intermediate College for Teachers in Muscat Governorate, graduating with honors as a primary school teacher specializing in science.

He started his professional career in education in 1988 as a primary school teacher. Thanks to his diligence and ambition, he advanced through the career ladder, holding several positions including assistant school principal, school principal, and supervisor of teacher performance evaluation in schools across North Al Batinah Governorate. His ambition did not stop there, as he pursued higher education degrees.

He earned a Bachelor's degree in Educational Administration from Sultan Qaboos University with distinction, graduating first in his class. Then he obtained a Master's degree in the same specialization from Sohar University, also with distinction.
